Question about 1999 Plymouth Grand Voyager
Try wiggling or turing the steering wheel back and forth while turning the key...it mave have bound up against wheel lock

Hit it with a hammer, a few light firm taps will do. I have this issue with mine and sometimes the pins just get locked. I use my tire iron when it really gets locked.
