It could be, but there are other things it could be too. The relay would be under the hood in what looks like a black fuse box and the relay itselt would be about an inch cubed in size. You can also take a voltmeter directly to the blower motor which is located under the dash on the passenger side of this vehicle and see if anything is present at the motor. The motor may be burnt out if there isn't. Buy a haynes or chilton manual if you need to see diagrams of how the motor is situated as it will probably be covered up by other components. They are available at any auto parts store like AutoZone or Napa. It could also be a resistor that will be in series with the control and the blower motor.

Heater fan not operating

Most of the time when a heater blower quits working it is the blower switch that fails rather than the motor. Blower switch can be accessed in the dash panel.

My fan also has quit the assembly is new so i

Use a known working relay of the same type and turn on your a/c on high, then put in the relay where the old high speed fan relay was. If it comes on, it's the relay. Try this on low speed as well. If they don't come on when the A/C is on, it could be your pcm/ecu as well. If it doesn't communicate with the sensor, it won't turn on. Check with A/C running to narrow it down. If they work here, look into the engine coolant temperature sensor.

Fan control relay

Quite often you'll find resistor on firewall, of passenger side under hood. 1-1/2"x3" block attached to firewall. In area of where heater hoses enter.

No power to heater & AC unit

There is a resistor block in the heat duct that controls fan speed usually when these go out the fan will quit on one speed but work on others until finally all speeds quit, also there is a relay that powers the fan it is under the hood in the relay box

what you need to do is check that your relays are OK
in some cars you cannot see through the relay like a fuse
the only way to check if it is the relays is by replacing them
if this dose not work and you have a electronic climate control system your controm box may be burnt out this will need replacing
