I just got this car from my mom the power locks do not work all the time. I changed the battery in the remote twice now but no real change. When the power locks actually work I have to be less than a foot from the door to get any response. A couple times it wouldn't work at all in the morning but by the afternoon it would work. what the hell is going on?

You might thing about either taking the remote apart and cleaning the contacts. Or get a new remote of ebay (make sure to check the FCC ID and IMED ID of the back of the old remote to make sure they match the new remote)
You will also need the instruction on how to program (usually the seller on Ebay will provide these free of charge if you ask for them upfront)

Driver's door open, key removed from ignition switch
Within 5 seconds: Insert and remove the key from the ignition switch twice
Within 40 seconds: Close and open driver's door twice
Insert and remove the key from the ignition switch. Close and open driver's door twice
Insert the key into the ignition switch and close the driver's door
Within 40 seconds: Switch ignition ON and OFF once to program a remote transmitter code whilst retaining the original codes or twice to program and remote transmitter code whilst erasing the original codes. Three times to check how many remote transmitter are currently registered or five times to erase all registered codes
Remove key from ignition switch. System should now lock and unlock vehicle once, twice or five times depending which mode has been selected. One to four times, slowly, to indicate number of remote transmitters registered
Within 40 seconds: Press and hold LOCK and UNLOCK buttons simultaneously for 1.5 seconds
Within 3 seconds: Press LOCK button
SYstem should now lock and unlock vehicle once to confirm registration, twice to indicate registration has failed
Within 40 seconds: Repeat button procedure to program remaining remote transmitters.
NOTE: To exit programming mode: Open driver's dorr

Programming When Key added or replaced. System malfunction. How Driver's door open and key removed from ignition switch. Insert key into ignition switch, then remove it. System should now lock and unlock vehicle, once or twice depending which mode has been selected. Carry out the following button procedure within 40 seconds: Press key lock or unlock button once. Within 3 seconds: Press same key lock or unlock button once. System should now lock and unlock vehicle. NOTE: If system locks and unlocks vehicle twice, programming procedure has not been completed. The doors will lock and unlock themselves at about 2 second intervals.
The number of times that the doors lock is the number of remotes that
are programmed into the car. If the car locks/unlocks 5 times, there are no codes registered.

A quick fix would be to change out the remote batteries, normally a battery speciality store like batteries plus, or batteriesplus.com. the are in most states. the second option would be to see if the dealer could obtain a new remote, Good luck!
Sounds like the button in the master switch, as all power must go through there. Also open door and between the door and jamb there will be a harness wiggle that while trying us the lock button, wires are known to brake there.
Resynchronization may be necessary due to the security method used by the remote keyless entry system.
The transmitter does not send the same signal twice to the passenger door module (PDM).
The PDM will not respond to a signal that has been sent previously.
This prevents anyone from recording and playing back the signal from the transmitter.
The panic button should still operate normally when the system is out of synchronization.
Resynchronization may be necessary under the following conditions:
The battery in the transmitter is very weak.
The battery in the transmitter was replaced.
The battery in the vehicle has been in a low or no charge condition for an extended period of time.
In order to resynchronize the transmitter with the PDM, perform the following steps:
Stand within 1.5 meters (5 ft) from the vehicle.
Simultaneously press and hold the LOCK and UNLOCK buttons on the transmitter for 7 seconds.
The door locks should cycle in order to confirm resynchronization.
