are bulbs good and is the fuses good.you may have a problem with the neutral safety switch not working for the reverse portion of the switch.also the wire that feeds the reverse lights may be broken or corroded and need repair
If that's the case then it's definitely a reverse switch issue. If the reverse switch is faulty, the reverse light won't work even if the bulbs are fine. It is located underneath the transmission where it triggers when reverse is engaged. Have it replaced and you'll be good.

theres a reverse indicator sensor on the trans axle that tells the pcm to turn on those lites does the R on the icp illuminate when u put it in reverse?

Could you take out a bulb and with a testlight/probe check that you do in fact have power to that circuit .Also check that they are the correct bulb for that application I have seen people put indicator bulbs in where therse supposed to be a double filament bulb.Does the base of the bulbs lead contacts line up with the two steel terminals inside the plug?
