the light is flashing to alert you that there is a problem with the srs or supplemental restraint system (air bag). it is probably flashing a fault code. for example, the light may flash 5x, then pause, then 2x. then a longer pause and repeat. the code would be read as 52. have the code read and the system repaired. dealer repair or someone that specializes in air bag repair is recommended. do not attempt any repair procedure unless you disarm the air bag. stray voltage can set it off. http://www.shotimes.com/SHO3airbagcodes.html
Sometimes the wiring under the passenger seat can become compromised from objects in floor becoming wedged under the seat.May need to be reconnected if possible..Usually if the air bag light remains on , it means the air bag will not engage if needed. The horn switch and air bag module is all one unit, which the steering wheel needs to be pulled. When the light is on all the time there is a problem in the air bag system. This is something you will want to take to a service center soon, as long as the light is on the air bags will not deploy in an accident.
Would seem strange that there would be no codes present if the light is constantly on. While the light is the air bags are disabled, so they will not deploy in an accident. I recommend taking it to a Dodge dealer for diagnosis and repair. If cost is an issue, tell them you just want a code test and advise on possible causes. They may have seen the problem before, and will usually be the quickest at diagnosis and repair.

i took it to the dealer thinking it was in warranty, the vehicle only had 34,950 miles
on it and according to the owner's manual the air bag and electrical parts is part
of the drive train which carries a 5-yr 50,000 mile warranty. however, the only thing
wrong with the system was there was no fuse in the air bag system. the dealer
charged me $114.55 to check the system and replace the fuse. i argued with the
service tech, all to no avail, he said if the fuse had been blown, it would have been
in warranty. i think i got ripped off and have reported the dealer to Nissan, with no
