check the all the fuses under the dash and under the hood. if they are good then, you can disconnect the rad fan electrical connector at the fan, then using 2 jumper wires you can jumper the fan motor to see if the fan works. you jumper the fan motor just like you would jumping a car. if the fan runs then you will have to check the fan relay, sometimes you can use another relay in the relay box. if the fan doesn`t work then the rad cooling fan is defective and will have to be replaced.
Sounds like this may be a faulty fan motor, the low speed in these fan assemblys go bad, but the hi speed works when the a/c is turned on. I would check for the cooling fan relay first... you can usually switch this relay with another relay of the same and see if that makes the fan kick on, if it doesn't then i would go with replacing the electric cooling fan motor.
