Question about 1999 Chevrolet Malibu
When it gets real cold out, My car won't start and i can't get the hood latch to release.......the cable is not broken, and the latch feels like it is jammed........any help would be great!!!
We have the same problem with our malibu. What I found is that the hood release handle inside the car gets stuck on the housing around the driver's side feet. Check if your handle is getting stuck there too because I thought for the longest time that the cable was the problem.

Use a good brand of de-watering oil - and spray it over the latch to remove all water. Also get some up inside the cable. - Then - use a thicker "multi-purpose" oil on the latch - which will stay longer than the dewatering oil.
Car not starting may be problems with battery - keep it charged over winter as you use lights more. If it is a petrol - take off leads ONE AT A TIME - clean with dry cleaning fluid or brake cleaner - and refit.
Clean inside AND OUTSIDE of distributer cap, and refit
Clean coil, and rotate connections for a good contact.

It may be that your hood release cable that runs from the hood release is broken. You'r going to have to try and manually release the hood latch by tripping the release through the grill with something like a long screwdriver. You should be able to identify the latch trigger by following the cable to end.
You might also try having push down on the hood while another person tries to trip the latch if the cable isn't broken, but just stuck.
