That is true for the 740, for the 760 turbo '89 the relays are on the kick panel next to the passenger's left foot. you have to undo 4 screws and the whole L shaped panel pops out. on mine the white relay box was held in place by and orange hand screw that you could undo w about an 8mm allen wrench. then it swings out. once out you have to bend the tabs outward on both sides of base of relay to be able to pull those suckers loose. I had to remove most of the relays to get at the big double that controls the head lights. i carefully pried off the cover and I found two busted solder joints inside the relay that i am going to attempt to resolder tonite. If not this big dual relay costs 125 US to replace. I wish I could find a 760 relay diagram, the 740 is a bit different.

Re: Location of relay panel on Volvo 89 760 Model
Hi, The relay board and fuses are located below your sound system, behind the Ash tray. Pop the ashtray out to reveal fuse board, to make easy access to relays pop the blanking cover of cigar lighter, remove the 2 locating screws and that should release the coin tray which obscures the Bank of relays behind. Thank you for writing all the info needed and the problem to make it easy for me to help you, this problem may be a motor but as like you i dont think the washer and sensor and motor would go out, i have enclosed pictures of the fuse boxes you will need to check, this car has four of them, you will first check the fuse, theres a 30amp fuse located in the engine compartment, you will locate the fuse which controls the wiper module, if theres no power to this module nothing will work, check fuse at location F-17 this will be a 30amp fuse for the wiper module. the diagram will show you the fusebox location and the fuse location, the next place is behind glovebox theres another fuse/relay box, theres a picture of that box also, you will be looking for postion F-48this is the relay for the wipermotor, you will need to swap another relay with the wiper relay to test it.good day and hope this is helpful.
On the left side of your instrument panel under the dash you will find the relay bank. Turn on your hazard lights and trace the sound of the clicking flasher to find the relay bank. There you will find your horn relay beside it. Here is a diagram to help you.
The fuel pump relay is located, just behind the ashtray, above the fuses. But in order to remove the relay, you must first unscrew the cigar lighter to remove the housing. The fuel pump relay, is the one on the right of the two. Et voila.
Fuel pump relay for V70 is behind the upper fuse box panel inside the engine compartment. Remove 4 Torx screws in fuse box housing, remove the panel, and voila, relays. Fuel pump relay is red and numbered 103
