Have 1994 4.3 cpi and the problem I had sounds same.
It was a leaky pressure line in pletium . easy fix $45.00 part $15.00 gasket.
the leak was caused from the fuel lines rubbing together in pletium.
take the vortec cover off ,then remove air regulator in middle and look inside . I turned on power to key and gas spray came from drivers side of pletium looking in hole.fuel line side. if gas spray on passanger side then gas regulator faulty. takes 5 min to check
After fixing truck runs runs great. no more gas smell in cab.
also you can smell oil for gas

Check the fuel injectors, a big problem in those years. Here is a picture of the replacement.

you may have bad or very dirty fuel injectors causing too much fuel into the cylinders causing rough running and smell of gas. do you have a fuel leak or too high fuel pressure.

Sputters at full throttle and wont idle

Run pressure test on your fuel injectors. Fuel pump might not be suppling enough fuel line pressure.

Won't start but did and stalled out won't start at all now and oil filler cap smells like gas

If the oil cap smells like gas, one of the injectors may be flooding the cylinder and the crankcase. That would not be a filter problem.
Check the spark plugs to see if they are wet.

2000 blazer will not start did a manifold gasket job, replaced plugs, wires, distributor cap,new fuel filter. Cranked and ran really good for 2 days then will not crank

Check you starter, maybe you have a loose connection. Try to give direct power to the starter and see what's happening. I nothing happens, you have a bad starter.

It startered running rough and you can smell gas like its overloading i've changed plugs wires distr.cap rottore button

Sounds like the choke is stuck open. Try sparying the throttle body with a liquid lube (3 in 1 oil, or WD-40 if you have some).
If this does not work, if carborated, the needle in seat may need replaced.
Let me know if you need further assistance.

Fuel Issue?

I would change the filter and replace it with a high performance one. You can google the make and model for an online manual.
