The 4 spark plug wires are on top of the engine towards the back. Take off the black plastic cover connected to the air system and there will be 4 round inserts in a row(plasticy looking on top) with a screw on the front end and a plug towards the back. undo the plug and the screw, pull out the insert and way at the bottom of the hole, ~7inches in, are your spark plugs. They are size 5/8 if you need to know and an extension and spark plug sockets(with the little rubber grip thing) are immensly helpful.
Replacing a CPS can be easy or hard. On the 2002 Gallant 2.4, it is located behind the timing belts. Removal of the main pulley, the covers and the belts is required. This isn't as hard as it sounds and is essentially the same as changing the timing belts.
Is your engine a 4 or 6 cylinder? Air conditioning or no? Either way, a power steering belt at Auto Zone will run you from $7.99 to $12.99. If replacing that does not help, it may be your pump.
HOWEVER, before anything else, PLEASE CHECK THE FLUID LEVEL IN THE POWER STEERING RESERVOIR. It may be low. If so, just add fluid to the correct level.:)
sounds like a crack between intake valves, go to the autoparts store and get a compression tester, this will tell you. Compression should be the same on each cylineder
