Timing not adjustable. ATT TDC rotor blade should be aligned with index mark 6 on distributor housing.

What is making my 1999 blazer missing and i put spurk pugs and wire, distributor cap ,crack sensor why is it still missing

a faulty ignition module could be the problem. some vehicles have one for the whole system while others have multiples. you can test individual cylinders by first removing the fuel pump relay, then one at a time remove the spark plugs and ground it to the engine block while a helper hits the key. you should clearly be able to see a spark jump across the spark plug. you can also purchase a diagnostic tool which you hold over the wire while a helper turns the key and it reads the current in an inductive manner. if all cylinders are receiving spark then your timing may be out, in some newer (96 and up) vehicles fine tuning of the timing is achieved via ecm in conjunction with the ignition module and cam/crank sensors. in older and a few 96 and up vehicles timing is done solely by the clock position of the distributor. a timing gun can be used to establish correct timing (refer to owners manual/repair manual for proper advancement or retard of ignition timing)

in the event that you have a properly working and timed ignition its most likely you have a burnt valve or dead cylinder, a compression gauge is the best way of diagnosing these issues.

lastly vortec fuel injection systems are finicky about fuel pressure, incorrect fuel pressure will cause the vehicle to run rough, stall ect...most run right around 60psi you can test your system by hooking a test gauge up to your service port.

1999 2door blazer installed new fuel pump 60psi when tested won't start dump gas in intake starts and shuts off ??????

Sounds like your injectors aren't opening if it holds that pressure. Get a "noid light" at parts store that fits your injector harness connection (just a few bucks). Just pull connector off injector and plug in noid light. When you crank engine, the light should blink rapidly. Try all of them, or at least one on each bank (side).
If light doesn't blink, then check your injector electrical circuit. Power to them is fed through your ignition switch, and the ecm grounds that particular injector at proper time to make injector work.

Wont start after overhaul torq is at specs good fuel pressure, spark, and timing at tdc new cam and crank position sensors new fuel pump good compression 90lbs. and holding. any ideas?

First thing to check is make sure ALL sensors have been plugged in properly. If there are any items left unplugged it will not start. This will include temp sensors, transmission sensors, speed or tach sensors. Also need to make sure temp sensor is good. GM products will not start if temp sensor is defective.
