Either the fan switch that controls the relay is stuck on or the relay itself is stuck in the on position

When I turn the engine off the engine cooling fan stays on and does not shut off

depending on the engine temperature the fan is supposed to remain on after you turn the engine off, until the engine reaches a preset cooler temperature. when it reaches cooler temperature usually within 5 minutes or so it should cut off... if you cut it off and it is running 30 minutes later.. then there is a problem with the fan relay or temperature sending unit.

I have a 2006 PT cruiser and the cooling fan will not turn off

on a lot of vehicles, the electric fan cooling the radiator will stay on when the car is turned off. this is normal and happens when the senser tells the fan that the engine is hot and needs cooling. if it stays on for prolonged periods, there is a problem somewhere. should cool and turn off automatically. Cooling fan won't shut off and it's draining the battery.

Replace the cooling fan relay, when the relay over heats due to the high current flow. It will melt and cause the relay to stay in the on position, causing your cooling fan to stay running. Simple fix and replace the relay and you can pick one up in most Auto Parts store like Napa and Auto Zone.
Thank you for using fixya and good luck

Cooling fan

YOU NEED A NEW RELAY. THE ONE YOU HAVE IS STUCK IN THE OPEN POSITION SO IT WON'T SHUT OFF THE POWER.

Electric fans runs after car is shut off, drains battery

Having the fan run on for a bit after the engine has stopped is not abnormal in itself, but 20 minutes sounds excessive.

If the fan does eventually shut off, I'd consider changing the thermoswitch (this is a sensor screwed into the radiator somewhere near the bottom, with a pair of wires connected to it - to change it, you'll need to drain the cooling system).

If the fan stays on continuously until the battery is completely flat, see what happens when you unplug the wires from the thermoswitch. If this stops the fan, you need to replace the thermoswitch. If it doesn't, then you need to examine the wiring associated with the switch and the fan, looking for damaged insulation.
