Since the wipers can run I would look at the switch on the inside end of turn signal lever.
You can test the wiring by jumping from an orange or pink wire to the other positions, low and timed

Possible stripped gears or the gears are not making contact.  I would replace the wiper motor.  If you can, and I am not sure, you might be able to replace just the gears.  But given how new the car is, I am sure it comes as an "all in one" unit.  It is possible to seatch www.car-part.com and see if there is a salvage yard around your area that has one cheap.

1999 chevy venture, windsheild wipers only work on high , and does not go into park position unless you are close to park position

I would be looking at replacing the wiper motor....the wiper switch is just that, a switch to tell the wiper motor what to do.....most of the wiring is housed internal of the wiper motor such as the park circuit and the speeds........osunds like an internal fault.....replacement would be advised

Delay wipers only work on high speed on 2000 chevy silverdo 1500 truck no delay

Hello, my name is Ben and I can help you with this problem. This is a very common problem with Chevy. You need what is known in most vehicles as a "pulse board". The pulse board is located inside the wiper motor control module. On many vehicles the pulse board is replaceable, unfortunately on your Silverado you must replace the entire Wiper Motor Control Module which is bolted onto the top of the wiper motor. To get to the wiper motor, first remove those little nut covers on the big end of the windshield wiper arms, if you slip a small screwdriver or your fingernail they just pop off. Now unbolt the windsheild wiper arms, before removing the wiper arms, mark their location on the windsheild with a grease pencil or magic marker. The arms are hard to remove, you need to kinda wiggle and pull at the same time, now that long plastic cowl needs to come off, those clips at the front edge just slide forward, then at each end lift up that rubber flap and remove those TORX screws. Remove the cowl and set it somewhere SAFE, it's easy to break. You will now see the control module mounted on the wiper motor, unplug the electrical connections and remove the TORX screws holding it to the motor. Assembly is the reverse of dis-assembly. If you have any trouble or questions, feel free to ask, Ben.

Windsheild Wipers will not move, the arm seems to be slipping on the motor shaft,

It sounds like you live in a climate were snow and ice occurs. If so a lot of people leave their wipers on upon shutting off their cars. If you happen to do that and the windsheild had moister on it or if the snow starter falling while your vehicle was still warm it will freeze. The larger the snow amount the stronger the force will be if you start your vehicle up the next morning with your wipers buried in frozen ice & snow. Since the wipers were not shut off the wiper motor will run and the wiper blades will not. This will strip the linkage the wiper arms press onto leaving you with out working windsheild wipers

Windsheild wipers only work on high

you have to check the relays connecting the windshield and also the fuses. if any one of these dont work replace them. if they are working fine, the problem is with the motor. the coil should have been damaged.
