Put in a radio lately? - you'll probably find that the fuse is blown for the dash lights; and the stereo is wired incorrectly - if no radio - then there is a control module that controls the lighting I think - put in fog lamps either? I'd bet it was either fog lights or radio incorrectly installed, or control unit. You'll find that the dash lights and tail lights are usually connected (on same circuit). Be sure to turn the key "on" and check both sides of all fuses with a test light. If that turns up nothing, then a wiring diagram and some time are required....

I'd bet it is the lighting control module - but, have you put a radio in lately? Or replaced any bulbs? Or put anything in that uses the factory leads for the lamps (eg. - fog lamps, dome lamps, interior lighting, etc) It sounds like that when you are turning the key to the on position that for some reason that the accessory or other leads are shorting out to either ground or being fed otherwise. So, did the lights just all of a sudden stop working, or did they work until you did something...?

I have a 2003 chevy cavalier. headlight issue

The blinking light is telling you that you have a headlight out, if you look the service light should be coming on when the light stops blinking.
Replace the head light and all should be fine.

Head lights not working

Check your operators manual. When the daylight running lights are on you can't turn on your high beams. The car has two circuits. Remember to turn your main headlights on at dusk because your taillights are not on with your day running lights and someone can rear end you. You have to fully turn on your headlights in order to get access to your highbeams. Good luck!
