It is either 1 of three things. You may be low on antifreeze in your radiator, or your water pump is beginning or has failed. Turn your engine off and let it cool down. Take off the radiator cap and look down in the radiator and see if you can see fluid. If fluid is not near the top, you need to add antifreeze. If it is full you probably have a bad thermostat or a bad water pump. Both of these are easy to fix by someone good with tools.

Our heater takes about 20 mins to blow warm air, and then if we are stopped at a light and the engine is idling it gets cold. Also, in the summer when we turn on the a/c it blows hotin the front and cool...

always check the coolant first, then feel both heater hoses to see if they are equally hot.
if one hot and one cold, then the heater core is clogged
if both hot then you have a blend door problem.
on the a/c there's some time a rear unit that blow cool air even the front does not

1999 Suburban, A/C on warm air from front vents, cold air in rear

The car uses the same freon in the front as it does in the rear. If the rear a/c is working, you either have a plugged evaporator in the front unit, or perhaps a bad heater switch. Try switching the heater to hot and see if it blows even warmer air from the front vents. If so, the heater switch is working and then it sounds like a plugged evaporator or maybe a plugged orifice tube. That is a good place to start looking. Hope this helps.
