96 thunderbird no turn signals on dash or otherwise, checked fuse and replaced and also changed turn signal blinker relay. with no result
hazzards do not work either.
is there any other relay,fuse or common ground that I am missing?

look for the hazzard /4 ways switch. see if this is where this ticking is coming from. if so slowly move the turn signal switch . if it stops or changes, you have a bad turn signal switch. the hazzard and the turn signals operate through the hazzard switch..it has a built in relay.hope this was helpful
the flasher relay is located in the fuse panel, But you may want to check the front lights as well since all 4 of the blinkers are linked for the hazzard feature,any one of the bulbs can cause this issue.
It sounds like your turn signal fuse might have gone out. It's not just a simple fuse to pull in the 96 Blazer. You actually have to take the lower half of the dash apart to get to it. It takes about 15 minutes in all to do. It's a round fuse right below your stereo almost. Here are a couple of links that I hope might help you!
The simplest way put, go to your local auto parts store and tell them you need a turn signal RELAY. It's the round relay. Then once you have that, go home and take apart your whole dash (you'll know what to look for since you already bought it) and replace it. It all should would after that! Best of luck to you!
If the lights come on but just do not flash, replace the flasher relay. Your Thunderbird has 2 flasher relays. One for the Turn signals and one for the Hazard lights. The turn signal relay is located Front seating area, driver side, under dash, driver side of steering column, mounted in lower corner of fuse block . The hazard relay is located Front seating area, driver side, under dash, driver side of steering column, mounted in rear of fuse block. If they will work with hazzard lights turned on then you need a turn signal flasher,after you have checked the fuses of course.If that does'nt cure it then it's either the Signal light switch or bad wireing,but this is not common.
Typically there is a seperate relay for both the turn signal and hazard lights; I expect the hazard relay has failed. These may easily purchased ( $5.00 or so ) and replaced. The attendent at the auto parts store should be able to give you placement of the relay location.
