The spark isnt controlled by the timing belt. The only thing that belt controls is the timing of the valves opening and closing. The spark is controlled by a crankshaft position sensor, or something like it. The only way i know how to check the timing of the valves is to take the valve cover off and observe the opening and closing of the valves as the engine is rotated by hand.

with a compression of 150 psi the timing belt will be in the right place so that can be eliminated . you need 3 things to make an engine run they are compression ( which you have plenty of --- fuel you can hear the pump but are you getting pressure in the fuel manifold and lastly spark. So have a pressure test done on the fuel manifold top check for pressure regulator --pump/ filter faults . Next check for spark at a plug lead. Check that the injectors are working . Missing just 1 of the 3 will not run an engine.
When did the problem start? Before you changed the wires and plugs? Or did it start, AFTER you changed the wires and plugs? Did the problem remain the same BEFORE & AFTER you made the changes?
1 - If the TOY ran fair to Okay before you did the work, then you may have done something wrong when you made the cahages. Check for correct plugs and firing order. Check for cross wiring. With engine runing pull one plug wire off each plug one at a time. Each pulled plug wire will slow down the engine. When you pull a plug wire that doesn't react and does not make any change ON or OFF that cylinder Plug. Then that cylinder is not firing.
2 - Check for spark at that wire. If you do-not have Spark there, But the other wires do... the wire going to that cylinder is BAD.
3 - If you have the correct firing order and spark at all cylinders then the cylinder that did-not change the speed of engine has a compresstion problem. Bad valves, Piston or rings are bad... Major engine work and Major repair bill for the repair job.... GOOD LUCK....
Only three possiblities. no gas, no spark, or the timing of the 2. So first follow the full lines and disconnect and turn on the ignition. That will start the full pump. you should see gas flow. Next remove a plug wire and dont hold it but place it near a plug or anything metal on the engine. You should see a spark when cranking the car. Finally its the timming of the two. remove spark plug from number 1 cylinder, with a wrench turn the crank shaft around untill the cylinder comes to top dead center. Look through the spark plug hole you should see the piston top. Now take off the distrbuter cap and look to see which terminal the rotor is touching. follow the wire and make sure it is the same wire that goes to the number 1 cylinder. Of course if the distributor rotor isnt rotating then of course your timing belt is broke. Good Luck.
As Long as You ABSOLUTLY POSITIVE the Timing is Dead on , And Plyg WIRES are Not Crossed Then Hate to tell you It Must Have Taped a valve. Start it up and Let it Idle Take The Plug wires OFF 1 By 1 And Listen for NO DIFFERANCE in the IDLE the ones that Make NO Differance are the Bad Cylinders for LUCKS SAKE Check the Gap on the Spark Plug of Effected Cylinders and as I said Make sure the Spark Plug Wires are not Crossed.
