That is not a shift cable problem, you have a transmission issue.

99 E250 when motor is running van wont shift out of park when motor is off . when ignition is on and motor not running it will shift just fine

the shift interlock is not releasing. You are doing emergency release procedure with engine off and key in off position.
Likely you don't have brake lights either. When you step on the brake with the key ON, it releases the shift lock solenoid (and turns on the brake lights).
Check to be sure the brake light switch on the pedal arm has the wire going to it and you can hear it click on and off.Check the fuse for the brake lights too.

2006 ford e250 van\r\rear tail lights dimmed and now dont work(.)

check the fuses and relays under the hood next to the battery. if they still dont work it might be in the wiring or if it has a tow package it might be in the trailer wiring

2003 ford van e250. cruise control & sppedometer don't work. I think it is the fuse but don't know where fuse is located.

Does the abs light also come? the cause could be the abs sensor located in the rear differential. its located on top and held on by a 10mm bolt.

check the brake lights to see if they work ithey do then the problem is in the locking mechanism, however if the brake lights sont work then first check the fuse, check the wires and the connector that hooks up to the brake switch under the pedal and if it is dammaged repair as needed and if yo get the lights working yo have made the lock to work also!!
