The radiator fan is hitting a pulley on the front end of the engine, so something is clearly out of alignment, but nothing appears broken to my ill-equipped eyes. It runs, but it does not sound safe, and I don't want to cause more damage by trying to drive it the mile to the shop, but I'm not sure if is something I can do myself.
Most 98 model Jeeps use an electric fan mounted to the radiator. If yours has a fan blade mounted to the water pump pulley, the problem could be the bearing in the water pump or the bearing in the fan clutch.
There-s no way for me to know what it is hitting without being there in person.
You may be able to remove the fan blade and leave the pulley bolted to the pump and drive the truck a mile or two.

turn the key on key off three times and the dash will give you a code. get me that code and ill tell you if its ok to drive

the pulley is also a dampener often times they seperate from each other. replace pulley/dampener.

Have you confirmed the fan has a good ground, sounds like you have eliminated the issue of 12 volts, when you turn on the fan then the AC does the compressor run? if the compressor runs pull the plug to the fan motor and check to see if has 12 volts with a test light, wait for moment because the fan may not run until the AC system pressure reaches a certain pressure point, this means that even though the compressor is running the fan may not always run, There is a quick test for the fan circuit, disconnect the fan sensor at the thermostat housing, the fan should come on, this is failure mode, so if the switch goes open the fan will run to keep the engine from overheating , let me know after the tests are run.

blown fuse is a sign of a problem of a bad elect. circuit,grounding wire,wires touching each other,pinched wires,corrosion in elect.connection,unless its a common problem it can be hard to find!seems theres no quick fix,maybe they should refer you to some one that specializes in car elect.problems.

If there is steam coming out - there must be a leak of some sort.. With any luck - its a bad radiator cap.. They can act like that..
I dont see how a compression test is a waste..
It should point out any leak..
TRY - Run the truck in the driveway & let it get to full running temp.. Shut it off (hood open) and watch for steam or leaks..
After shutting it off is when pressure get highest..
