the speedo meter is bad if ,odom works.
finding a spare that old is not easy
ebay used.
the actual speed is a Voltmeter , classical.
so the PCm sends speed this meter in voltage levels or pulses.
so if no VSS errors. send scanned then PCM (ECU) is ok
and the meter is bad or cable to it is loose or damaged.
a tech can even remove the meter and clean it. in the magnet inside
and the core my have metal dust stuck to it and jam it up.
i have repaired many and some are just warn out.
sounds like the coil spring for the speedometer needle is bad. you can replace it or buy a new instrument cluster. Look at local salvage yards for cheaper price.
Well you know it does not have a speedo cable since you replaced the speed sensor in the transmission. My guess would be a problem with the speedo or cluster.
SOUNDS LIKE A BAD SPEEDOMETER if you can use an OBDII while driving and look for DTC output from speed sensor. possible loose connection can cause this as well
Have you replaced the speed sensor? Also I still think you need to have the stepper motor replaced in the speedo head. A bench test is not reliable for this type of instrument.
Sorry but the solution for this may be a bit on the big dollar side, 1st have the system scanned to see if the VSS (vehicle speed sensor) is working correctly, it is the source of the signal that gives you the speed of the van, if that is ok then more than likely the electronic speedometer is defective, it must be removed from the car and sent out for rebuilding.
Yes, you'll be o.k. They don't recommend anything over 3% difference, and your at about 1.8%. Speedo will read 61 mph when actually doing 60 mph. Have a look.

Although you didn't mention it, the speedometer probably bounces also. Replacing the speed sensor on the side of the transmission should solve both your problems. Good luck
