The guy who replaced my starter told me "its replaced but not properly alligned and i don't know how to fix it" and when i go to start it, it only ticks but my lights still work so i don't think its the battery. what can i do to fix this myself.
If you pulled the battery or it went dead then its not the starter you have to reset the computer i had the same problem last week and it cost me 200.00 before i found out what was going on with it try that

these veh don't have a shim procedure for allignment. sounds like the shaft on the starter is bent or the bolts are not tightened or cross threaded. recheck bolts. if that's not the issue then I would return the starter for a replacement. (note: it happens, once in awhile you will get a bad part, new or rebuilt)
The crankshaft position sensor should be located behind the vibration damper/harmonic balancer and it will have to be removed before the crankshaft position sensor can be replaced. (Let me know if you require assistance with the proceedure)
Also, it usually requires a special tool to align that sensor (available from most auto part stores) and if the sensor is not properly aligned then damage to the sensor or the tone ring can occur.

fuel filter would not hurt to change but not likely
it could be electronic
are you getting spark =ignition module
if yes are you getting gas the the cylinders =are the spark plugs wet and smeel like gas
if yes trying replacing the crank sensor or a loose wire or fusible link
