All fuel injected vehicles operate basically the same.fuel is pumped from tank through line to filter then to rail where injectors are attached,at end of rail there is a gate or fuel pressure regulator which opens and closes to release or retain pressure in rail depending the engines fuel demand.then fuel leaves regulator and returns back to tank and the cycle is complete.if you have fuel out engine side of filter then i would separate at every union forward until you find either leak or restriction.ps this system operates at approx 50 psi which will be more than just a dribble.
Check the fuel filter and fuel pressure regulator. They are part of the same assembly and are located on top of the fuel pump. To replace the regulator # Disconnect fuel supply line at the Filter/Regulator nipple and releas locking spring tab (2 in diag.) on the regulator, then turn counterclockwise and pull out. To test regulator use a gauge like this in fuel lines:Pump Pressure Tester. Pressure in 2003 should be 58psi (48 in 2001 engines). Pressure will drop of about ten psi when you start engine.
There is also an automatic shut down relay ASR. If problem is the ASR the
pressure will go down when the relay cuts off power to pump. Read
voltages and see if the problem is electrical first before going for the regulator.
The fuel filter is an integral component of the fuel pressure
regulator, which is mounted on top of the fuel pump module, located in
the fuel tank. When the fuel filter/regulator assembly requires service,
the fuel tank must be removed from the vehicle, however, the fuel pump
module does not need to be removed.
Disconnect the battery ground cable.
You dont have to relieve your fuel systems pressure because your jeep has an automatic bleeder.
Remove the fuel tank assembly.
Clean the area around the fuel filter/regulator.

Disengage the retaining clamp from the top of the filter/regulator assembly. Discard the retaining clamp.
Using 2 small prying tools, pry the filter/regulator assembly out
from the top of the fuel pump module. The filter/regulator assembly will
unsnap from the fuel pump module.
Remove and discard the mounting gasket below the filter/regulator.
Before discarding the fuel filter/pressure regulator assembly,
inspect the assembly to verify that the O-rings are intact. If the
smallest of the 2 O-rings cannot be found on the bottom of the
filter/regulator, it may be necessary to remove it from the fuel inlet
passage in the fuel pump module.

Clean the recessed area in the pump module where the filter/regulator assembly is to be installed.
Check the replacement filter/regulator assembly to make sure that the new O-rings are already installed on the assembly.
Apply a small amount of clean engine oil to the O-rings.
Install a new gasket on top of the fuel pump module.
Press the new fuel filter/pressure regulator assembly into the top
of the fuel pump module until it snaps into position (a positive click
must be heard or felt).
The arrow on top of the fuel pump module should be pointed towards the front of the vehicle (12 O&rsquoclock position).
Turn the filter/regulator assembly until the supply tube (fitting) is pointed to the 11 O&rsquoclock position.
Install new retainer clamp (the clamp snaps over the top of the filter/regulator and locks to the flanges on the pump module).
loosing fuel pressure, have you replace fuel pressure regulator, if the regulator is bad, it will have not enough pressure in between the injectors and the regulator. the fuel regulator maintain a proper pressure so the injectors will spray the correct amount of fuel every time the computer tells its to. weak pressure will cause injectors not to spray correct amount of fuel into the intake although will cause your engine to starve for fuel just like you have explained. the parts cost around 135 bucks and easy to replace.
not the fuel relay. the pump may not have enough psi to pump properly. and you ould have a blocked fuel filter/ ethanpl das has been none to clog lines,fuel pumps, and emissions.and injectors. <p>
Change out your fuel filter first. Add a can of SEAFOAM to you fuel(parts stores). after changing filter. let SF sit in tank for 10-20 minutes in fuel. It will help dry the water that ethanol produces..,<p>
If it turns over faster, and wants to start, that is a sign of EGS(ethanol gas syndrome)/ let it sit another 20 minutes and try to start. If it won't fire through the injectors, replace the regulator(which is also damaged), and that should fix it. Also have a psi done on your fuel pump. good luck
