Taurus doesn't have what is called a heater control valve, are you reffering to the remote climate control module, the one that the vacuum lines hook to? If so it is behind the glove box. Just open the glove box and press the 2 clips on the sides so it opens all the way up and it will be located right behind this.

No what you have here is a coolant flow problem, there are many things that could cause this like an air pocket, restricted heater core, water pump impeller blades worn so it doesn't pump coolant as well.

What condition is your coolant is it good and clean?

I would flush the system good, also disconnect the heater hoses to the heater core and back flush it with garden hose until it comes out in a good stream and is nice and clean and replace thermostat.

2000 Ford Taurus-- Heater not working.

what you need to do is check that your relays are OK
in some cars you cannot see through the relay like a fuse
the only way to check if it is the relays is by replacing them
if this dose not work and you have a electronic climate control system your controm box may be burnt out this will need replacing
