Question about 1999 Ford Escort
It will turn over and "Whine" but it won't start we have already ruled out the spark plugs, coil pack and module, the crankshaft censor, and the camshaft censor. what else could it be?? tunrs over but won't start like its not building presser
I have had that problem with my 98 Dodge Ram 1500. It was the Crank Shaft Position sensor.. If you do it yourself make sure you disconnect the positive battery cable from battery for couple hours to let the computer drain any electricity it may store. So it can rest the computer. I didn't do that and couldn't figure out why it still wouldn't start. Until I asked a mechanic.

Have you checked the fuel deliverey maybe the fuel filter is blocked

not starting or turning over indicates towards multiple possibilities. It can
be issue with battery or weak battery. But if battery checks out ok, then it
can be starter issue or faulty alternator or problem with low fuel pressure or
no spark at spark plugs due to dirty spark plugs or faulty ignition
coil or injectors getting cracked or dirty and needs to be cleaned.
