My clock is not working and I think it's a fuse, but I don't know where the fuse it

The clock is most likely dead, but can be refurbished at a decent price by www.subaru-clock.com. If you email "Dr.Clock" (as he calls himself) he may be able to assist you with some removal tips. This "dead" clock condition is very common in the Camry, Corolla, Matrix lines.

the multi-center display (clock, radio display) is on the cigarette lighter circuit i believe it is fuse 12 in the fuse panel on the left side of dash by the door.

The fuse in postion 32 (15 Amp) in the box under the dash by the steering wheel also powers your cigarette lighter and radio also powers the clock. If only the clock is dead then it is not a fuse issue. This is a very common problem with the 96-05 Corolla clocks. The clocks are very prone to internal failure. jnjkingbird, It sounds like this problem is the clock spring as I don't believe that the horn and the cruise control would share a fuse. However, they do share a circuit in the clock-spring. You can check for power at each unit (horn and the cruise control) which would confirm this. Check each fuse as well. Good luck with this.
