Turn your car to acesories and turn washer on, have someone listen for the washer motor running, if they dont hear it could be a bad motor or fuse. If they do hear it then remove hose from washer nozzles and turn on washer, see if there is any fluid coming out, if there is then your nozzles may be stopped up, if not hose is stopped up. Try blowing hose back towards tank to open it up

motor for wipers is usually in the centre of windshield mounted on outer firewall in the engine compartment just below the windshield...If your are talking about your Tachometer it could be a cable that hooks into engine..... ask your local Hyundai dealer re this
1.Remove the wiper arm.Care must be taken not to scratch in the engine hood.2.Remove the cowl top cover. 3.Disconnect the windshield wiper motor connector and remove the windshield wiper motor and the link.
