1990 Dodge Ram Wiper not working

1- Checked fuse ok. Replaced it just because. Did test new fuse ok.
2- Checked grounds to body seems good. Ran heavey ground wire from battery neg. to wiper motor housing clean area.
3- Turn on wipers, can hear a click under dash, turn switch to low speed here another click. Wiper motor does not run, tried nugging linkage nothing...
4- Voltage test, i have 12 volts going to motor, two wires coming out of motor lower housing where wire harness plugged into. Wiper motor did get warm to the touch, was not hot.
4. I think its the motor, but not 100% sure.

You did everything else. You have voltage going to motor,so I would say that was it.

Sounds like it would a issue around the motor to arm assembly.Maybe a adjustment.Pull both wiper arms off...then move them down.Try them again...Then adjust if needed..

Check or replace the battery to body ground wire. 3 main grounds are battery to engine, battery to body and engine to body.

91 Dodge Dakota, truck starts fine. No horn or lights. Fuses checked and were OK. Please Help.

Check voltage and ground for any component you are missing? Any applicable fuses, check for voltage at the fuse circuit, use a testlight to check for voltage. Of course ground is important also for the particular system.

2003 Dodge Ram 2500 Windows don't work.

Did you check voltage at the circuit breaker? Goes hot with the key on. Use a test light to check voltage.

Just to add, the wiring diagram I looked at, no bcm control.

At the wire harness, hinge side of driver door, tan wire is voltage and black wire is ground, check both. I saw what you replaced, but, you didn't say you had good voltage and ground for the system?

I have a 1998 dodge ram van, the windshield wipers stopped working, the fuse is ok and the washers work ok. all other functions of the switch work properly. How can you test the wiper motor and wiper

Make up a set of jumper wires that will accommodate the wiper connectors and run an auxiliary ground wire to be sure it is not a ground problem and then jump power directly the power lead connectors on the motor.

My wife's 87 caprice will not start. It does not crank, and when you turn the key the dash-lights that usually come on do not. It started fine right before this happened and when I went to put it in gear...

My guess would have been to check for a bad ground. Simple test is to use jumper cables from the battery neg (-) terminal to a good ground on the car body. Then try the key and see what happens.

Next would be carefully cleaning each wire connection (I have used "contact cleaner" sprayed on every connection that I could find. I would spray a few places and then check the lights to see if they come on. When you hit a connection that works, and the lights come on, start it! That connection needs to be checked for tightness and should be cleaned with very find sand paper.

Good luck!!
