Question about 1992 Dodge Dynasty
The accessory side of the ignition switch (electrical part) could be worn out.
Try moving the key a little more forward or back to see if the inoperable items start to work again. If that does not work then it may be the electrical connection to the switch in the column that has slightly burnt contacts and is not making a good connection.

it could be a 7 dollar resistor thats bad. Thats located behind the fluid washer resovoir.

have seen ignition switch cause all of these symptoms..also make sure connections at switch are clean and secure..
