Question about Cars & Trucks

Open Question

I have an ESB avalon 24 tanning bed that only displays flashing 13 on screen, it will not turn on

The bed turned on one time, but since then the bulbs will not turn on and the screen only shows a flashing number 13. I don't have a users manual so I am not sure what the problem is or what I should check. HELP!
