It could be worth you getting the transmission fluid level checked. When cold, some transmission fluids can get slightly thicker, thinning out as it warms. When levels are low as well, it can cause the gear change to become sluggish and slow. You could get the transmission serviced as there is a filter in the transmission system and if it's clogged it can produce the same effect.
code p 0700 refers to transmission control module(TCM)--malfunction===causes ---wiring---TCM
check for loose / corroded wiring connections and or/ replace thet TCM
Most likely in this severe weather the fluid and the bands in the transmission need time to circulate and warm up. It is a good idea in severe weather to allow a vehicle to warm up for at least 4 - 6 minutes before driving it. Remember that oils and lubricants get very thick in cold weather.

BUT THE TRANSMISSION OIL PUMP IS TOO WEAK.IT NOT BUILDING UP ENOUGH PRESSURE FOR THE FORWARD CLUTCH PISTON TO APPLY.ALSO YOUR FORWARD CLUTCH PISTON SEALS.COULD BE LEAKING.WHEN ENGINE GET WARM AND THE TRANSMISSION FLUID GET WARM.IT CAUSES FORWARD PISTON SEALS.TO EXPAND ENOUGH TO BUILD UP PRESSURE SO THE FORWARD CLUTCH PLATES WILL WORK.LOOK LIKE YOU ARE GOING TO NEED A TRANSMISSION OVER HAUL.
