Your Ford has no drain plug, to change/drain the trans fluid u must remove the transmission pan, u may be able to lower fluid level with a fluiod siphon pump (rated for oil) through the dipstick tube, harbor freight tools sells a pump for this purpose.

SOURCE: How do I check the clutch fluid to a 1999 Mercury Cougar 4cyl

The brake master cylinder reservoir has a separate chamber and is used to supply the hydraulic clutch system. So make sure master cylinder reservoir is full.

SOURCE: 2001 mercury cougar steering wheel?

Don't listen to that guy!!!! you need to take the plastic cover behind the steering wheel. there are two bolts holding the air bag in t30 (torx) then the air bag falls right off. then the steering wheel is held in by a 15 mm head bolt.
Warning: make sure battery is disconnected for at least 30 min before you mess with the air bag connector

The filter is located inside the transmission, you must remove the pan on the bottom of the transmission, very messy fluid will go all over the place and onto you in must cases.

Why do my 2001 mercury cougar only drives in Reverse and takes for ever to forward?

if the fluid is black you have extremely dirty trans oil and a burnt out transmission that will have to be replaced or rebuilt. black oil is bad it should be pink or pinkish colour,

01 mercury cougar lost clear fluid & there is no pressure to gas pedal, not going but starts

Check the transmission, the automatic transmission on the newer (1999+) cougars if develop internal issues and will cause the powerband servo to come out. Look under car near front for a round opening about that will be very shiny (this will be where the fluid came out). If you see this then you'll need to replace transmission, it will be cheaper then rebuilding. I've owned 2 of these cars.

2001 mercury cougar, master cylinder ran dry because slave cylinder below is leaking at the firewall. I filled the master cylinder and tried bleeding the clutch at the transmission until fluid stream...

No, you don't need to replace the clutch itself.
Don't be surprised if the slave cylinder replacement doesn't fix it.
Could be the master cylinder.

Cougar 2000 leaks transmition fluid through dipstick.

Check the level and make sure it wasn't overfilled. (running, hot and in park) If the level is ok, look for the vent. It should be on top of the trans, maybe by the linkage. It should be covered by either a metal or rubber cap. That may be clogged.
