You need to replace the resister block for the heater. it is located in/on the duct work under the dash near the fan... it has a connector going to it and two or three bolts holding it in

they are not relays its a blower motor resistor a one piece unit usually held in by two bolts and an electrical connector either under the passenger side dash or behind glove box

This has happened to me before. The problem is the resistor. Power is good, motor is good. Just not when you try to route power through the resistor first. That's why high works but no other setting.

you need to change the blower. It is located under the dash on passenger side. Cost used $50.00

Heater only runs in high position

There are in-line resistors that control the fan speed and a couple have burned out. Take it to your local mechanic or dealer and they will replace them, mine cost about $100. The other option is to get a repair manual and do it yourself.

Radiator Plug Location

It should be on the right lower side of the radiator when looking at the engine .
