I've gotten alot of parts from Rock Auto. They are pretty good. They do stock several starter motor options for your Lumina. Prices range between $90-$170 depending on how fancy you want to go... They usually ship fairly quickly depending on where you live.

Where is the starter located on the 1999 Chevy Lumina?

if everything shuts off when you try to start it you most likley have a bad wiring connection, check connections at battery and fuse block.

the starter is located on the lower front of the engine where the engine and the transmission come together, just above the subframe.

Starter instalation

you should only have 3 wires going to the starter there will be a large black wire possably with a red end, a thiner red wire and a thinner purple wire

the thin purple wire is the trigger wire and goes on the small post on the starter solenoid. \
the thin red and thick black/red will get tied in together on the larger post on the starter solenoid
