Does the van have an anti-theft system ? If so you may need to reset it. If not, a mechanic would check for voltage at the starter, the neutral safety switch, and the key switch.
Milli-amps is the measure for draw of the computer memory, clock, and radio pre-sets. So, .04 amps is just a little more. Would that be like what a glove box light might draw? Try either pulling a few fuses and see if you still have a draw, or take the battery negative post off overnight, and see if battery is still good and hot the next day. Good luck.
could be a bad beattery If one of the cells go you will have power for those things but not enought o start the car. PS have them check the alternator too alot of times that goes at the same time as the battery
I would say its a Battery problem, Which has no strength to start the engine with the other electronics on. Have your battery check if this problem just started. Good luck
U will need to enter the radio anti theft code, this lock out was triggered by the loss of voltage to the radio during the battery change, this code is unique to each radio and cam in the owners information packet when the cat was sold new.
