Probably not cheap or easy.
IF you want to consider DIY, get a Haynes Manual. haynes.com or amazon, parts store, etc. Buy a can of Gunk, jack the front up so you can gunk from underneath also, and according to it's directions, spray everything aroung the P/S pump, all fittings and hoses coming from it going to the P/S rack, and the entire rack. Rinse according to directions, put more fluid in (you have a gallon jug of the stuff now don't you), start the beast up, and look for where the nice red fluid comes oozing out, you may have to the wheel back and forth if it hasn't spewed out already.
Now you will know where the leak is. From easy/kindacheap to hard/expensive the likely repairs needed will be , hose/fitting, P/S Pump, and lastly P/S rack. God forbid all of it is bad (highly unlikely).
BTW a 2003 vehicle should NOT (IMHO) have this kind of problem unless it's been in a significant accident, original parts were of marginal quality, a reckless mechanic worked on it, or some other unusual circumstance. I'd try badgering Chrysler corporate if the car has not been wrecked ... they won't pay for the whole repair, but 2-3 letters to the consumer relations or regional service manager may have them subsidize the repair if you can convince them it should not be leaking, that other vehicles of that age rarely have this problem ...etc. You may get nothing, but you may get a couple hunderd toward the repair at the dealer.
It's probably going to cost you $200-1400 for an honest mechanic to fix this probelm depending on what's actually leaking. Warning, you may or may not be safe trusting this to the dealer, it depends on the dealer you go to. Even if they are fair and honest, the dealer will usually be the most expensive repair, as they will replace ANYTHING in the path of work that they think has any possibilty of failure over the next year ... good independant mechanics will usually do the same.
If DIY, $75-700 or so and 2-10 hours of your time, if you have all the tools and are reasonably mechanically inclined. If the rack is leaking (this is unfortunately usually the case, this is the most expensive in terms of parts and time)
You may get lucky and find ONLY a hose or fitting is the problem, this will be pretty cheap, and not too difficult. Putting a rack in this vehicle yourself will probably have you cursing at some point in time, and you are going to either cut yourself and bleed or bang your hand hard on something unyielding at least once. It will however be a rewarding feeling when you succeed.
I have no specific experience with Jeeps, but all vehicles with P/S are fairly similar.

I don't know what the date was when you inquired. But, if you drive it will be o.k. as long as there was no fluid loss. You will just have to overcome the stiff steering. If you lost all of your fluid you will seize the pump and then it will throw the belt and you will be walking because your water pump will cease to turn and the engine will over heat.

I had the same problem on my 04 tj, if you have a lift or larger tires it happens frequently, they call it the "death wobble" buy steering stabilizers, there's one that replaces the factory one and there's another one that is supplemental and it goes a little bit below the stock one..... i got mine on quadratec.com for like $60 and i dont get any wobble anymore

If it's a multi-function switch or a single function arm, you will need to remove the steering wheel to access the attachment points. If you never have done this, get a basic manual such as haynes or chilton. Both have decent instructions to guide you and after, they have lots of good info to help with other problems as well. Since it's an 89, it's doubtful if it has an airbag...that makes things a lot less complicated.
