Power steering is sluggish i put power steering fluid 3 small containers but it still didn't come up to level is this normal does it take this much

If you had to add that much fluid and it's still not full, you have a leak somewhere. Air in the system due to leaks will make the steering sluggish. And if the pump runs dry, you will destroy it.

Can i interchange my 1990 buick century's steering column with a 1989 buick century column?

Yes, the steering columns are the same. be sure to go over the accessories. There could be little changes with controls. Compare intermittent wiper controls, cruise control, and tilt steering.

94 buick century whenever it goes up a hill will run sluggish. When coming to a stop, will also run sluggish. Otherwise it runs well in park or at higher speeds. It happens all the time...when stopping for...

This could be a problem with your plugs or plug wires, throttle position sensor. Did you just put some new tires on? When you put tires/wheels on that are bigger than was originally on there then it can rob power from the engine. Another thing that I would check would be for vacuum leaks. Hook a vacuum gauge up to a vacuum port on the engine and read the gauge. That will give you a better idea about what is really going on vacuumwise. Hope this helps.

Sluggish steering - 2005 Toyota Sienna

You probably do have a power steering leak. Check the fluid again, it's most likely low if you are having an increasing problem with it. As the fluid is drained slowly through the leak it allows air bubbles to enter the system and cause it to become sluggish or sticky. Get the leak fixed asap so you don't spend a huge amount on fluid and keep an eye on the fluid level.
