You need to check the hose that runs parallel to the gas line filler tube to make sure it's not blocked (for the life of me i can't think of the name of that tube at the moment).
Also i presume you have tried different gas pumps to rule out a defect in the pumps nozzle.

Very slow to fill my 2003 Passat with gas. The nossle on the gas pump keeps shutting off as if the tank is full. It is not a problem with the gas pump as it happens anywhere I try to fill up.

Sounds like filler vent tube is plugged. Have a competent shop or dealer look at it, they'll either replace line or blow compressed air through it.

When filling up with gas the pump cotinually shuts off. the gas tank acts as if it is not venting

You may just have to find a happy medium as to how far you insert the nossle, there's not really any way for the tank to vent other than the fill tube, so you may just try not inserting the nossle all the way to the stopper.

DOES NOT ALLOW US TO PUT GAS IN IT THE PUMP KICKS OFF LIKE ITS FULL BUT ITS NOT

pull the nossle out a little and it should work better. try a different station. the older nossles took more to shut off but ocationaly caused a spill so they make them more sensitinve. inside the nossle is a small float. if u put gas in too fast some times u get gas bubbling back up the small hose from your tank thats made to let vapor out. if it does u will hit the float and shut it off. its probly more the nossle then the car. although it does depend on the car as to how fast u can put gas in. next time u put gas in look in there after u take off the cap you will see a little spring loaded flap. put the nossle in just a little bit past that. not all the way in. this usualy helps. and like i said u can also try a different gas station to find out if its the nossle or just simple that the car wont take gas that fast. i have had that problem at some stations where i cant even get it to stay on on the slowest notch. hope this helps.

I filled up my 2002 Mazda MPV yesterday at Walmart, Manning

Could be bad gas, water in the gas? Run the tank down to about 1/4 and put gas from somewhere else in it. Maybe higher octane for one tank full. Maybe put an additive in with it. If it clears up, then it was the gas.

GASOLINE TANK FILLER VENT IS BLOCKED

You need to drop tanks and find out where blockage is and remove it! Temporarily, you can fill from a gas can, slowly so air can escape while filling! I'd at least look underneath and find out if the vent pipe to the fill neck is crimped anywhere.
