as a gift for me, a 2011 Jeep Wrangler Sport. It is a piece of ****, it leaks..Chrysler dealership and service dept. has lied to me over and over and their customer no service has been worse. I can't get another dealership to do any repairs because of the horrible job of attempting to repair the leaking soft top. No other dealer wants to go behind such shoddy work and although it only has 3000 miles on it, I can't get more than $12K as a trade in because of the obvious leaks. Dealership can't "reproduce" leaking (3rd time in for repair!) 3 strikes and it's lemon law, but they know how to get around the laws through their arbitration boards. I've owned 6 Chrysler vehicles and will gladly give this piece of junk to anyone who will take it off my hands and I will never purchase another Chrysler product as long as I live. Wish I could put the dealership name here, but it is in the deep south, south Alabama, that is.

A couple of things to try, it may be that your car has an alarm that has been triggered, and the horn is the announcement indicating an 'attempted' theft.

So you can try to find out if this is the case.
If the battery has been drained sufficiently to 'confuse' the electronics, then one way I was able to work around this was to disconnect the main battery and wait a few mins, then reconnect it. The alarm may clear or trigger again.
Sometimes by using your remote you can clear this condition or using your key in the driver side keyhole and going the steps (for my car it was to lock and unlock), for others it could be doing something like this in sequence.

The last resort is to disconnect the horn. (of course then you have no horn and in New York City..this can be a real problem)..good luck

Sounds like a short in the circuit, which may or may not be in the steering wheel. It might be, if hitting the horn button actually stops it for a while. Be careful with the airbag and remove the fuse before messing with it- I've heard a slight short will set it off.
