Could be the neutral safety switch or the key switch, or the starter.
You might try cranking it in neutral instead of park.
The starter circuit would need to be tested from the starter back to the key switch if it has no voltage with the key in the start position.

I just had this same problem with a '96 . do you have a vats key in your '94? you need to bypass the VATS system. read some of the blogs on this site and it will tell you how to do it. I fixed mine with a $2 resistor from radio shack.

Since all fuses are okay, I would start my trace from the fuse box and pick the easiest wire to trace which would probably be the lighter or aux. Check for any breaks in the line or any lose connections. It seems like a harness may be disconnected or cut.

no cutoff switch!! try this turn key to on, do not start car. let sit for about 30 minutes, after 30 minutes, turn key off. wait 15 seconds and try to start car. this should reset anti theft system.
