Scan test for codes first. check data reading with scan tool.If coolant temp sensor reads -40 deg. yes it would be hard to start.

Not the timing. You have a chain in it. Some older vehicles react to a bad temp sensor. Puts to much gas to the engine because it thinks it's -40 degrees outside. Lots of black smoke when running. Hard to start because of to much fuel. If it starts up, you don't need the pick up coil. I would change the temp sensor and the plugs. Plugs are gas fouled.

I don't think an auto parts store will even attempt to put this in for you. If you want to do it yourself I'd suggest Googling something like, "Where is the heat temperature sensor located on a 1999 Olsmobile Cutless?" You should find lots of drawings, short videos and written instructions. I don't know what your level of expertise is so I'd be reluctant to tell something like,"Look at the parts of your cooling system starting with the radiator output hose and search for..." This might confuse you and do more damage than having someone look at it.

It could be a few things - stuck thermostat , bad sending unit , bad gauge in
the dash.

I would HIGHLY suggest going to a parts store and buying a Haynes repair
manual ( about 25 bucks ) before you do anything else.
It will give you step by step instructions / diagnosis on this problem and a whole lot more !
Well worth the money.

Crank truck up and turn it off, pull the fuel pressure regulator vacuum hose off and see if it has fuel in it. If so that is your problem. Sometimes after you drive them and shut it off the fuel will leak into the intake causing a hard start problem. Just fixed a GMC 5.3 that way .

Do you know of any scrap yards or salvage lots around you? I have been able to get parts for my car from these places. Some will even give it to you free if you drop off some scrap metal. There are also a large array of online retailers that will sell used parts like the one you are seeking for a discounted price. Between these two places, you are bound to run into a center counsel. Dont forget that it doesnt have to be specific to your year. Car interior models do not changed every year.

Coolint fan is not working the temp. meter goes high

If the fan isn't working check the fuse/relay for it. most of the time when a car overheats it is usually the thermostat (cheap and easy fix) or the water pump. if this helps please leave feedback.

Hard starts in the morning even though replaced most parts

Check the power to the cold start injector. (it's only going to have fire for a few sec. after the key is turned on). If the fire is good, replace the cold start injector. This injector is activated for a few seconds when the engen temp is low to add a little fuel lower down in the intake and closer to the pistons.
