Broken piece of plastic between brake pedal shaft/arm and brake switch.
Look up behind the brake pedal toward where it starts coming down and you will see what I'm talking about.
Most common issue is the plastic dried up and broke.
I fix most toyota's with a short bolt and nut combo, but you can easily get a replacement.
See if autozone or oreilly auto parts have one in the help section.
Also possible that the switch itself is broken, but I would look at it up close first.
