Question about 1989 Chevrolet C1500
You need to remove the steering wheel and the wheel lock collar then remove the signal switch plate.....on the left side of the steering shaft there is a single screw remove it and the ignition switch will slide out

I had this same problem and an experience diesel mechanic friend of mine told me to go to the dealer, any dealer that makes that model, with your title or registration and picture ID and the vin number on the vehicle and they will make you a key for $5.00. So that is what I did.
Much easier and faster than taking of the steering colom Good luck
