you will find that it is broken, you need a new rear wiper motor and wiper arm. the large plastic gear inside the transmission cracks in half. very common problem with the rear saturn wipers. note that parts stores see that the front wiper motor is the same for 91-99 saturns so they think the rear is the same way. however the 94-95 rear wiper motor is different from the 96-99 rear wiper motor. good luck with it, you should be able to find a video on youtube of the procedure to replace it.
Common Saturn problem, generally the return to rest circuit in the motor is bad, so they work even when the switch is OFF. You need to get a new wiper motor, parts store about $100, $450 from a GFM dealer. You may have to pull the top off the dash and go in under to get the motor swapped. get a repair manual on eBay or do some searches on youtube, there will be videos of folks pulling Saturn wiper motors.
Well I would start with a new wiper motor, then if that does not do it you need to look to a new multifunction switch, not the whole steering column. Wiper motors can be had at parts stores cheaper than GM dealers but the multifunction switch is going to have to come from a GM source.
The little black box under the hood, near the wiper motor box is the chip board that controls them...wack it...sometimes it's just a broken weld and the connection to the wiper motor control doesn't work.
