Dearest Monte Carlo owner,
Well seems you have a case of the old heater core failure common on the GM cars. If not the nastyest smell bothering you the daunting task of the heater core replacement just may make you even more frustrated. Be sure the engine is cool when you drain the coolant to keep it from running onto your floor board while replacing the heater core assy. Also when you replace the heater core realy clean the heater exchange box to keep the smell from sticking around. This system I believe also has a vacume actuated heat exchange door and be careful not to break the plastic vacume lines being they are brittle.

It`s the heater matrix leaking.
It`s either corroded and burst or the pipes which feed it are split.
If you look under the hood, you will see two water pipes made from black rubber going into the bulkhead through to the inside of the car.
Remember where they are and look under your dash to find them.
You may need a torch,
