Its either a faulty idle air control valve or a faulty fuel pressure regulator.My bet would be the idle air control valve. If you pull the vacuum hose off the fuel regulator or the map sensor and fuel runs out then the regulator is bad.If you replace the control valve then you have to reset the computer.

IDLE CONTROL VALVE: REMOVAL
1.Disconnect the vacuum hose from the exhaust gas recirculation valve. 8adde85.gif
2.Disconnect the idle air control valve electrical connector.e21fa1a.gif 3.Detach the idle air control valve wiring harness from the stud.

4.Remove the idle air control valve.
  • Remove the two nuts.

The Idle Air Control (IAC) valve controls the engine idle speed and dashpot functions. The valve is located on the side of the throttle body. This valve allows the necessary amount of air, as determined by the Powertrain Control Module (PCM) and controlled by a duty cycle signal, to bypass the throttle plate in order to maintain the proper idle speed.

TESTING
Turn the ignition switch to the OFF position.
Disengage the wiring harness connector from the IAC valve .
Using an ohmmeter, measure the resistance between the terminals of the valve.

NOTE: Due to the diode in the solenoid, place the ohmmeter positive lead on the VPWR terminal and the negative lead on the ISC terminal.
If the resistance is not 7–13 ohms, replace the IAC valve.

The following symptoms can be caused by a faulty IAC due to loose connections, bad grounds, high resistance in the circuit, or opens in the circuit.
 
REMOVAL & INSTALLATION
Disconnect the negative battery cable.
Disengage the wiring harness connector from the IAC valve.
Remove the two retaining screws, then remove the IAC valve and discard the old gasket.

To install:
Clean the IAC valve mounting surface on the throttle body of old gasket material.
Using a new gasket, position the IAC valve on the throttle body. Install and tighten the retaining screws to 71–106 inch lbs. (8–12 Nm).
Attach the wiring harness connector to the IAC valve.
Connect the negative battery cable.

When i disconnect the idle speed control air bypass valve the idle drops to where i want it.does that mean it needs to be replaced? 1998 rav4 high idle problem what is correct idle?


hi, yes it doens mean it needs replacing you will find replacing this will solve your problem.

Changing this will solve your idle problem.

idle control valve is either blocked or damaged this controls engine at low revs or idle, removing the pcv is just letting more air into the fuel system, but this will not be controlled airflow. this is the under side of the idel control valve
underside_with_valve-02v24stlnrwd2v1pzef3romw-4-5.jpg top centre is the wiring connection, this is what needs cleaning or replacing. they more than likely just needs a good clean, also clean the MAF and replace the air filter as if this part stops working there has to be a reason from the air intake. MAF use MAF cleaner only. idle valve clean with carb cleaner give it a good soaking, and shack out an flush again do this a few times and then shake it out then spray loads inside and leave to soak. for about an hour and shake out the rest a flush it one last time. and leave to dry. then refit. when no more dirt comes out.

it is a fairly easy to replace the valve and its hard to say if the valve will fix your problem without a diagnosis i hope this helps





REMOVAL

  1. Disconnect the battery ground cable.




  1. Disconnect the idle air control valve electrical connector.




  1. Remove the two bolts and remove the Idle Air Control valve (IAC valve) and gasket.



INSTALLATION

  1. Follow the removal procedure in reverse order. CAUTION:
    • If scraping is necessary, make sure not to damage the idle air control valve or the throttle body gasket surfaces or drop the gasket material into the throttle body.
    • The idle air control valve has a sludge resistant design andmust not be cleaned, or damage to the anti-sludge coating may result.
