turn the key on and off 3 times, wait a few seconds between doing this, it will give the fuel time to pump to the front of the vehicle and also build up the pressure it needs to start ( when turning the key on, Just turn it to the On position, Not all the way to the Start position
Take the car to an auto parts place and have them run a scan on the car (PCM) powertrain control module. Auto zone does it for free, The pcm has a code set in it and by scanning it you can find out what is wrong,and then you can correct the problem. Hope this will help you.
Had the same problem before on my 04 Neon SXT...camshaft sensor is on left side of engine block, take out the battery and to the left of it (face car) is the camshaft position sensor. To change it you'll have to move a few hoses but its plan to see there on the left side of the engine...pretty easy remove and replace. Fixed my problem of car not going above 2k RPM when i replaced the sensor.
There is no way that the weld should have broke if properly welded. The man that welded it must have not penatrated the metal or,used wrong prosses The weld filler is ten times stronger then the hardest pease of steal or any other materal on your car. Theres is stick mig tig go to a fab shop and they will weld it were it dont leak
