I have a1997 Chevy 1500 and I am wondering were is the flasher relay at.

Most cars the flasher relays are up under the dash not far from the steering column. I had several makes of cars and they all were up there.

'96 Avalon. Where is the flasher relay located?

Turn signal flasher is difficult to access. It is located behind the instrument cluster. The radio trim, driver side vent, and trim all around the speedo needs to come off. The gauge cluster must then be pulled out. Behind there you will find the factory three pronged flasher.

Be sure to get the CORRECT REPLACEMENT. It is specific to your vehicle, and is not a standard 3 pin thermal flasher.

I'm doubtful you could replace the flasher from fishing your hand up from the pedal area, but maybe.

Before going though all that, I would recommend replacing the flasher FUSE. The fuse box has a diagram of what goes to what on the backside of the cover plate.

I just bought LED turn signal bulbs/1156's for my 91 toyota pickup, and they will work in the rear of truck but not in the front. Can you tell me what I am doing wrong?

Try replacing the thermal flasher with a mechanical ( electronic) . Led bulps dont pull much voltage and thermal flashers get confused. I had a similar problem on my chevy truck and that fixed it.

Blinker wont work, but the hazards do

There are two thermal flashers one for the Hazard Warning Lights and one for the Turn signal lights. It could be the flasher for the turn signals.

How do I get a flasher relay to operate with LED lights

flasher relay is not a relay, it was a bimetal strip that heats on current flow, bends, breaks the circuit, cools straightens.
For LED lamps that do not draw enbough current to heat a bimetal, replace the old flasher can with an electronic flasher circuit,
This url shows both the old thermal type and new electronic type and is a place where it can be bought
