Question about 2006 Chrysler PT Cruiser
The wiper switch gets power from a 20amp fuse - - I don't see a relay in the circuit.

something up with lock or power supply to lock like the cables damaged in the body to tailgate rubber shroud ,this is not a DIY job for teh faint hearted ,call a mobile mechanic is probally the best bet as you will need to crawl into car and release lock manually from inside

The turn signals flash depends on each and every bulb working correctly. When one bulb fails, you will notice a change in the flash frequency, as you describe.
Replace or repair the bulb that is not working, and you should be good to go.
