My idle is way too high. I am having trouble figuring how to adjust it lower.
This is not adjustable. You have a vacuum leak, or a bad intake maniflod gasket. To test this , start engine, and spray some engine cleaner directly on the intake manifold gasket. If there is a change in the idle, the gasket is shot. Also spray all the vacuum hoses you can see. This is a great way to determine what is bad, but knowing ford tempos, 2.3, I'd say the gasket is bad. Good luck, let me know how you make out

SOURCE: 1996 grand am with high idle
you need to look around a listen with the engine running for a vacuume leak. could be just a hose that came off or a cracked hose or cap missing

I am not sure if this will help you but PO27 is listed as "Open Throttle Signal Switch" which could mean that your throttle position sensor needs replacing. Although with Cadillacs, it could mean anything. I hope this helps...
