This is a common problem in F series pickups -- up under your dash above your fuse box or in that area is your (gem module) this controls your horn, speedo, ligths.ect.. most likely has water inside or moisture -- you may be able to take the top off of it and dry it out with a dryer...

it could be a bad relay or just the horn is bad the horn is on or in the fender and is easly replacable horns can be purchased at any local part store and are very cheap

The horn is inside the right fender well, the inside fender well has to be removed for access but I believe the bolt for the horn assy. is under the battery tray and that may have to be removed also to gain access to the bolt.

all you need to do is run a wire(s) from the original horn to the new horn & if you blow a fuse put a bit bigger fuse in.....hope this helps ......cheers
